Great experience participating in the EUVP program in 2017

I am Arturo López, from Mexico, and I love strategic planning. I have had the opportunity to participate in many planning processes in public and private institutions in Mexico and several Latin American countries.

I am currently responsible for the strategic planning of the state of San Luis Potosí, Mexico. And in 2014, I coordinated the Social Cohesion Laboratory in conjunction with a team of experts from the European Union.

In 2017, I had the opportunity to participate in the EUVP program and was able to exchange views with Members of the European Parliament (MEPs) and officials of the European Union.

Strategic Planning from Mexico to the world

As the General Director of Planning and Evaluation of the Government of the State of San Luis Potosí, Mexico I was the Manager of the Social Cohesion Laboratory II for San Luis Potosí, a joint project with the European Union. Among my main functions are: the coordination of the processes of elaboration of the State Development Plans and their subsequent evaluation and follow-up through the strategic indicators and investment programs of the State Administration. I also was an advisor of the Ex-president of Mexico, Vicente Fox, in strategic planning, government evaluation, foresight, regional development, and public investment. 

 

One of the most important projects developed by me was the Command Board of the President of Mexico and its Decision-Making Room, which was the basis of Mexico's public policies. Later, I advised the governments of Brazil, Venezuela, Colombia, Panama, and the United States on similar implementations. Since 2003, I have been an expert consultant in Balanced Scorecard (BSC) and Control Boards, speaking at international conferences and as a consultant in planning and organizational development in public and private institutions in Mexico, the United States, Colombia, Brazil, Guatemala, Costa Rica. , Peru, El Salvador, Honduras, Bolivia, Ecuador and Panama. 

In 2017 I had the opportunity to participate in the EUVP program and was able to exchange views with MEPs and officials of the European Union. My most memorable moment in the EUVP program was when I had the opportunity to link the MEPs responsible for tourism issues in the European Union with the Minister of Tourism of Mexico to participate in an international forum on this topicand to invite the person responsible for climate change issues to Mexico to certify San Luis Potosí as a leader in this matter. Maintaining contact with Alumni of the EUVP program is important to me, as it will allow me to build a network of contacts with development experts from around the world. 

Finally, I hope that my country Mexico will develop more cooperative relations with the European Union to implement successful projects in my country and exchange experiences between the European Union and Mexico.
