From 16th to 20th December 2024, I had the remarkable opportunity to participate in the European Union Visitors Programme (EUVP) held in Brussels and Strasbourg. This immersive experience deepened my understanding of the European Union’s structure, operations, and its pivotal role in shaping global policies.
The programme commenced with an enlightening welcome meeting led by the Head of the EUVP Unit. His insights into the EU’s functioning were invaluable, setting a tone of collaboration and learning. Receiving iPads equipped with mobile networks and essential applications ensured that we, as participants, could navigate both the digital and physical landscape of the EU effectively.
Our first day was packed with engaging activities at the European Parliament. A guided tour through its main buildings, alongside fellow participants, highlighted the architectural beauty and historical significance embedded in European Union’s legislative processes. The lunch session allowed us to connect with participants from diverse backgrounds, fostering discussions around shared experiences and expectations of what we hoped to achieve from the programme.
One of the most impactful meetings was when we delved into the nuances of EU-ASEAN relations. The discussion underscored the importance of collaboration between the European Parliament and ASEAN, particularly through the ASEAN Inter-Parliamentary Assembly (AIPA), emphasizing how the EU serves as a partner for ASEAN, strengthening ties through shared objectives. The significance of Malaysia hosting the AIPA in 2025 was also highlighted, underscoring its commitment to regional cooperation and its role in facilitating stronger EU-ASEAN parliamentary dialogue and collaboration. This hosting further strengthens the already important relationship between the EU and ASEAN.
Traveling to Strasbourg on 17 December, we witnessed the dynamic environment of the European Parliament during a plenary session, where pressing issues were debated. Observing the process firsthand not only informed my understanding of parliamentary procedure but also illustrated the significance of public discourse in democracy. Importantly, we had the opportunity to see the voting system in action, which was both fascinating and enlightening. Witnessing how representatives cast their votes in real-time showcased the transparency of the process and emphasized the importance of collective decision-making in shaping policies. Additionally, meetings with esteemed professionals provided deeper insights into the political dynamics that influence policy formation within European governance, further enriching our understanding of the EU's intricate system.
The highlight of my visit was the session at the European Court of Human Rights, where we engaged with legal experts. This opportunity to understand the intricacies of human rights protection across member states was particularly enriching. It reinforced the notion that as a parliamentary researcher, grasping the legal framework is critical to shape informed policies back home.
Reflecting on my experience, the EUVP was not merely an educational trip; it was a transformative journey that has equipped me with the insights and connections necessary to enhance Malaysia's parliamentary discussions. I am compelled to carry this knowledge forward, fostering partnerships between Malaysia and the EU.
I extend my heartfelt gratitude to the EUVP organizers and my fellow participants for this exceptional opportunity. The programme has opened new pathways for collaboration, understanding, and growth that I look forward to exploring in the future.
