EUVP visit story - Josh Tosney
Josh Tosney gushes on Brussels (and so does the rain)
When you go to Brussels, bring an umbrella, your best walking shoes, and a bunch of business cards. You’ll be on a whirlwind tour, getting your steps in as you move from office to office, meeting with officials at various levels of different institutions – from front-line staff to those shaping policy from the top.
In California, umbrellas are things we use to shade us at the beach. Or sometimes we use miniature ones to adorn our cocktails. In Brussels, an umbrella is an essential accessory. The threat of rain looms constantly. The frequent drizzle or occasional downpour serve to distinguish the tourists from the locals, who somehow seem to stay completely dry no matter the conditions. I certainly did not blend in as I moved from meeting to meeting amid atmospheric outbursts, some portion of my suit inevitably finding a way to escape the umbrella’s protection.
Sogginess aside, the trip was fantastic. I met with officials from DG COMP, DG CONNECT’s AI Office, the European Data Protection Supervisor, and Committees in the European Parliament. Engaging with both political leaders and staff gave me a unique, layered perspective on how Europe is implementing the AI Act, enforcing data protection, and regulating digital markets. The programme was exceptionally well choreographed – each meeting felt intentional, building a coherent story about how the EU approaches technology governance. I came away with new insights and lasting professional connections that will help strengthen dialogue between California and Europe on AI, privacy, and platform accountability.
A sincere thank you to the EUVP team – my Programme Organiser, Momo, especially – and all the EU officials who shared their time, expertise, and hospitality. It was an unforgettable intellectual and meteorological adventure.
Mr Tosney is Chief Consultant to the Assembly Privacy & Consumer Protection Committee of the California State Legislature.
